Senior Leadership Team


Jack Weiner
President and Chief Executive Officer

Weiner has more than 35 years in the health care field, including more than 10 years at SJMO. Most recently, he led the organizational and cultural transformation of the hospital during a $300 million campus redevelopment, which includes the new South Patient Tower. Previously, he oversaw the building of a surgical pavilion, the Robert Gustafson Wing (which houses the emergency center, imaging center and pharmacy, and a three-floor patient tower with 90 patient rooms). He holds a PharmD degree in clinical pharmacy from Wayne State University, as well as a Master of Arts degree in health services administration from the University of Michigan and a Bachelor of Science in pharmacy from the University of Buffalo.


Barbara Hertzler
Executive Vice President of Regional Integration

Hertzler provides direction and support for day-to-day operations at SJMO while supporting performance improvement initiatives. Before joining SMJO, she was senior vice president of clinical services and chief nursing officer for Trinity Health; prior to that, she served as chief nursing officer for the Oakwood Healthcare System. She holds a Master's degree from Madonna University and a Bachelor of Science in Nursing from Michigan State University.


Michael K. Smith, DO, FACOS
Vice President, Medical Affairs and Chief Medical Officer

Dr. Smith earned his medical degree from Kirksville College of Osteopathic Medicine, Kirksville, Mo., and completed a residency in general surgery at Mount Clemens General Hospital. He is certified in both general surgery and critical medicine by the American Osteopathic Board of Surgery. Dr. Smith also is a fellow of the American College of Osteopathic Surgeons and an assistant clinical professor of general surgery in the Michigan State University Department of Osteopathic Medicine. 

Neel R. Jolepalem, MD
Medical Director, Department of Behavioral Medicine

Dr. Jolepalem is a graduate of Osmania Medical College, Hyderabad, India, and completed a residency in surgery at Osmania General Hospital, and psychiatry residencies at both the State University of New York at Buffalo, Buffalo, N.Y.; and New York Medical College, Valhalla, N.Y. He also completed fellowships in child/adolescent psychiatry at New York Medical College, and Michigan State University-Fairlawn Center, Pontiac, Mich. He is board-certified by the American Board of Psychiatry and Neurology in both child psychiatry and general psychiatry.


Fabian Fregoli, MD
Vice President of Quality and Patient Safety and Chief Medical Informatics Officer - East Market

Fabian Fregoli, MD, is Vice President of Quality and Patient Safety at St. Joseph Mercy Oakland (SJMO) and RegionalChief Medical Informatics Officer-East Market for the Saint Joseph Mercy Health System.  He was in private practice as a family physician until 2007, when he joined SJMO.  He is board certified by the American Board of Family Medicine and continues to see patients today on a part-time basis.

In addition to his focus on clinical quality and patient safety, Dr. Fregoli provides leadership in the area of clinical informatics to SJMO, St. Mary Mercy Livonia and St. Joseph Mercy Port Huron hospitals. 

Dr. Fregoli is a Clinical Assistant Professor at Wayne State University School of Medicine and the Michigan State University School of Medicine in the Department of Family Medicine.  He completed his residency in Family Medicine at William Beaumont Hospital-Grosse Pointe, having served as chief resident during his final year.


Ann K. McDonald-Upton
Vice President of Patient Care Services and Chief Nursing Officer

McDonald-Upton oversees the activities of more than 1,300 employees in nursing, clinical services and rehabilitation at SJMO. She earned an MBA from Davenport University and a Bachelor of Science in nursing from Wayne State University. She also has completed post-graduate work in forensic science and is a 2010 Wharton Executive Nurse Fellow. McDonald-Upton is a Fellow in the American College of Healthcare Executives and a recipient of the college's William Rasko Leadership Award. 


Shannon Striebich
Chief Operations Officer - East Market

Striebich holds a master’s degree in health administration from The Ohio State University.  She is a certified Six Sigma Black Belt and has a certificate in Lean training. In her current role, she provides executive leadership to ancillary and support departments across the hospital including Laboratory, Radiology, Pharmacy, Facilities and Construction, Environmental Services, Food and Nutrition, Security, the Cardiology service line, and the cardiac cath lab.


Jennifer Cobb
Vice President of the Physician Network

Cobb provides executive leadership to the SJMO employed and aligned physician networks and oversees 19 owned physician practices and four urgent care centers.   Additionally, she is responsible for organization alignment with the independent medical staff, including clinical integration, physician engagement, physician contracting, physician recruitment, and physician IT connectivity. She holds a Masters of Health Service Administration degree from the University of Michigan School of Public Health.


Ane McNeil
Regional Chief Human Resources Officer

McNeil is responsible for human resource strategies, practices and programs, including talent management, employee and labor relations, recruitment and retention, organizational development and more. She serves as an ad hoc member of the Quality & Safety Committee board. She earned a Bachelor of Science from Oakland University, Rochester, Mich., in human resource development with a minor in training and design and labor relations.


Carol Kubsik Bosch
Chief Accreditation and Regulatory Officer

A summa cum laude graduate of Michigan State University with a Bachelor of Science in medical technology, Bosch has been with SJMO since 2005. In addition to leading the organization through the 2013 Joint Commission Survey, which is a national accreditation program that measures a health care organization’s commitment to meeting certain performance standards, Bosch also directed SJMO through the 2013 Joint Commission Palliative Care recertification process. Previously she was ancillary liaison for the Clinical Informatics team at SJMO.


Tyrone Andrews
Director, Marketing and Public Relations

Andrews is responsible for directing and managing brand strategy, internal and external communications, media, public relations, event planning, advertising, social media and overall Web strategy. He also develops marketing strategies and plans that promote growth and brand loyalty for St. Joseph Mercy Oakland. He holds a Bachelor of Science degree in psychology from the University of Michigan and has more than 20 years of health care experience, as well as more than 15 years in the marketing and public relations arena.


Megan M. Miller
Director, Office of Development

Miller is responsible for initiating, planning, implementing and managing St. Joseph Mercy Oakland's development program. She also manages a portfolio of major and planned gift prospects. She earned a Bachelor of Arts degree in mass communications from Wayne State University and completed coursework in the graduate program in counseling at the University of Detroit Mercy.  She has been with SJMO since 2007.


Michael Miller, Jr.
Vice-President and Chief Mission Officer
Saint Joseph Mercy Health System (a member of CHE Trinity Health)

Miller is responsible for Catholic identity, mission discernment, employee formation, spiritual care and clinical ethics at Saint Joseph Mercy Health System. He also supports the organization's community benefit ministry and advocacy efforts on the federal, state and local levels. He earned a Bachelor of Arts in philosophy from Loyola University in New Orleans and a Master of Arts in theology from Aquinas Institute of Theology in St. Louis. He is currently pursuing a Master of Arts degree in bioethics and health policy through the graduate program at the Neiswanger Institute of Bioethics at Loyola University Chicago.


Kenneth C. LePage
Executive Director – Support Services

LePage has a distinguished background as a Lean/Process Excellence leader in various industries. He has been with SJMO since 2009, where he manages all aspects of the Process Excellence (Px) team and serves as a Px/Lean mentor to the senior leadership team. He holds both a Bachelor of Science degree in mechanical engineering and a lean manufacturing certification from the University of Michigan. He also is a multiple U.S. Patent holder.

Mike Samyn
Vice President Finance

Samyn works collaboratively in the integration of financial management within and across Saint Joseph Mercy Health System's East and West Markets. He has been a key financial leader for more than 14 years, both within Saint Joseph Health System and Trinity Health. Samyn holds a bachelor's degree in finance from Central Michigan University and an MBA in accounting from Wayne State University.
